The government announced a significant change in audiovisual and film production policies, with the exemption of fees for the production of music videos and the carrying out of research in the country. The decision was revealed this Tuesday, during the 19th ordinary session of the Council of Ministers, as part of a series of measures aimed at encouraging and protecting the development of these activities.
The Council of Ministers approved the revision of Decree No. 41/2017, of August 4, which regulates the Audiovisual and Cinema Law. This revision aims primarily to simplify licensing procedures, aligning them with the ongoing debureaucratization guideline in the country's Public Administration. Among the changes, the facilitation of electronic licensing stands out, making it faster and more accessible to citizens.
In addition to waiving authorization fees for filming music videos, the new decree reduces the costs of licensing excerpts of images from the national film archive to national and foreign production companies, waives research or pre-production fees for national filming, and eliminates the screening fee for cinemas. These measures represent a substantial incentive for audiovisual and film production in Mozambique, easing the financial burden on professionals in the sector.
The Ministry of Culture and Tourism highlighted that the revision of the decree signifies an increase in public investment to promote national audiovisual and cinematographic production. This change is seen as a way to encourage the development of the music and film industry, providing better conditions for the creation and distribution of cultural content.
The revision of the decree was the result of an extensive consultation process with key stakeholders in the audiovisual and film value chain throughout the country, as well as consultations with international experts in the field. This collaborative approach ensures that the changes adopted are in line with global best practices and local needs.
